Navigation bar created using Publisher won't work in Firefox

I am using Publisher 2003. Have a created a wesite with 4 pages linked using a vertical Navigation bar. I have managed to make the navigation bar visible & working in IE by ungrouping the menu buttons before publishing it to the web. However, that trick doesn't work on Firefox. The menubar comes across as an image. Any workarounds or a solution ?
