You can use Messenger Connect JavaScript Library to access a Windows live account. There are some http://archive.msdn.microsoft.com/Project/Download/FileDownload.aspx?ProjectName=messengerconnect&DownloadId=12966 for you to grab. You can get started with this.
If that has limitations, you can always try the one from stescodes. Stescodes has an api that can be used in .net to grab contacts from a Windows live account. For more information on their .net API, click http://stescodes.com/contactgrabber_apidoc.aspx.

hi,
The error message is stating that 00000000453534A is an invalid client ID. Can you go to https;//manage.dev.live.com and confirm that this is a valid client ID that you own otherwise you can create one there. Secondly, the Messenger Connect APIs do not provide access to email addresses of contacts.

Check the website for the http://dev.live.com/contacts/; it should give you what you're looking for, although I haven't used it myself. Looks like you need to download the Windows Live SDK from the Downloads tab on that site.
I found it via http://social.msdn.microsoft.com/Forums/en/wliddev/thread/cbb531ae-ed85-4e4f-8565-8bddbfa1c232 which talks about a possible future Hotmail API, but as far as I can tell, a full Hotmail API doesn't exist (yet).
