IIS - Problem with webserver contact administrator

When i am trying to save a excel file as webpage in sharepoint,it is giving error like There is a problem with webserver Please try again later"
I am using iis 7.0 and sharepoint 3.0
 How can i solve this problem ?
Please help me...

Increase the value for the UploadReadAheadSize metabase property for Internet Information Services (IIS) using the Adsutil command-line utility. 
For example, use the following command to set the value to 200 million bytes.

Adsutil set w3svc/uploadreadaheadsize "200000000"

First of all thanks dipa ahuja 
At present i didn't have that utility.Is ther any alternative to solve the problem or can we run this command by using any other things

The problem turned out to be that a setting, uploadreadaheadsize, is defaulted to 48kb.  This is not big enough for the website to read in the entire header when a CAC certificate is added to it.  To fix the problem I completed the following steps.

1. Start->Run-> runas /user:Administrator cmd
cd c:\Windows\systems32\inetsrv

2. appcmd.exe set config  -section:system.webServer/serverRuntime /uploadReadAheadSize:"200000000"  /commit:apphost

This updates IIS to ensure it can read all the data in the headers.

The UploadReadAheadSize property establishes the number of bytes a Web server will read into a buffer and pass to an ISAPI extension. This occurs once per client request. The ISAPI extension receives any additional data directly from the client. The range is 0 to &HFFFFFFFF (4 GB).
