Publisher - How to convert Publisher 11x17 tabloid newsletter into 8.5x11 pdf

I have a Publisher file that was created using the 11x17 tabloid size newsletter template. From Publisher it prints landscape double-sided onto ledger size paper (11x17) that is folded in the middle creating a booklet with four 8.5x11 portrait sections. This works fine when I print from Publisher. Now I need to create a pdf that can be printed on four separate 8.5x11 sheets. I can't figure out how to get Publisher to "split" the 11x17 page into two separate sections so that I have four pages instead of two. Any suggestions?

I had this exact same problem and could not find a good solution when Googling it.  I found the solution on my own after hours of trial and error.
The key is in Print Setup (File - Print Setup).  My personal printer had 8.5" x 11" as its default paper size.  So I went to the Epson website and downloaded the latest drivers, downloads, updates, etc to accommodate for the larger paper.
I then re-booted my computer after installing everything.  I believe I went into my computer's printer settings and found all the additional paper size options, and may have manually added the larger size but I don't think I had to.
Anyway, when I went back into Publisher, at File - Print Setup.  In the Paper Size drop-down, miraculously there were about a dozen paper sizes to choose from!  Plus in the Printing Options box there wasn't that annoying "Tiled" option that I couldn't change.  I now can select "one page per sheet" and I went to bed happy :)
Hope this helps!
