User Account Control (UAC) can help you prevent unauthorized changes to your computer. It works by prompting you for permission when a task requires administrative rights, such as installing software or changing settings that affect other users.

To turn UAC off in Vista, select User Accounts under Control Panel. Select the link "Turn User Account Control on or off" & in the next step uncheck the checkbox related to UAC that's turned on by default.

Press Ctrl-alt-delete and bring up the Task Manager, click on the tab Processes and end the process 'System Idle Process', this will stop the looping effect. Then go to file, select New task (run), type explorer in the box and hit ok. This will manually restart Windows Explorer.

This error is because of bloatware stuff..

The PC Decrapifier  program has been around for a while. People used it successfully.
It presents you with a list of what it finds as "bloatware" and you can pick and chose what to let it uninstall
