I NEED WHEN A HOST ON A LAN SUSPENDS OR HIBERNATE IT SENDS A MESSAGE TO DATABASE OR TO A FILE ... OR SOMETHING LIKE THIS

Check with your IT department or your network service provider. Chances are that they already have one.
