SQL Server is a database, so you can make any type of application that  
  
requires data. In the CLR, you should stick to functionality that makes  
  
sense to SQL Server, but you can certainly step outside of that box.

Agreed with one small clarification SQL Server is a database management  
  
system. Although primarily used to store data you can do other things that  
  
do not require data storage.
