Hi eetinsley,
You will most likely have to OPT out of the new IE7 Cross Domain security
feature if you want Flash and PDF files to open in the Browser, either from
the local machine, or from a direct link(URL) to the file on a web site.
You can place the site hosting the PDF file in your Trusted Sites Zone to
get it to work, or you can Opt-out of the new Cross Domain security feature
as shown at the following link

By default, IE7 is opted in with this new secruity feature, and there is no
mechanism in the IE7 UI(either in the "Advanced" options or the Custom
Security options) that will allow you to opt out of this feature. The only
Opt out mechanism is to perform the Registry tweak mentioned at the above
site.
