sure? Check the ie7_main.log. If that tells it cannot write to some
registry keys there's not full control for this account. Also make sure
that this is true for all subkeys. You may want to uninstall the two
security programs you mentioned and then try again. Both cannot be "turned
off" by an average user.

Thanks for the actions. I removed the earlier security changes and tried to
reload, but same failure. Checked all permissions on keys. All have full
control and read allowed for administrators except HKEY_CURRENT_CONFIG which
only had read allowed. I added full control to this key and tried to reload
but same failure. Looked at ie7_main.log and found no reference to failure
to write to registry keys.

But this kind of failure indicates that the installer programm canot write
to the registry, for whatever reason. Maybe it cannot write at all to it.
Did you try with uninstalled security programs as I advised?
Do you have IE6 now? Does it work correctly?

Problem was with permissions. Installed IE7 in Safe mode then got MS to help
reset all the permissions following which I could download all later upgrades
