Optical Drive Issue on my Dell D620 - Sean T. Furman [STF]

I am having an issue with Windows Vista RTM Business on my D620 Core Dure
2.33 with 2GB Memory. When I boot up the machine with my modular bay battery
installed the CDROM / DVD Drive will not function when inserted. If you
reboot the computer with the drive installed it works fine. When it does not
work the disk just sits there spinning. If you try to open my computer it
just hangs until you eject the disk. Is anyone else having this issue? If so
are there any fixes other than starting the machine with the drive
installed?
