reducing size of sent images

Let me know if there's a more appropriate group for this.  I have IE7, OE6,
WinXP Service Pack 2.  I want to send images as e-mail attachments.  In OE6
the images automatically also display in the body of the message.  No matter
what I do to reduce the size of the images in Photoshop Elements 4, they
display in the same humongous size in the body of the sent message.  There
*is* a way to reduce the size of the image.  I know there is, because I've
done it!  I think at the time I did it with some setting in IE6, but I can't
find it now.  I need help finding the setting for reducing image size when
sending e-mail.

OE6 automatically displays some attachments in a separate area below the
message body as a convenience to the user.  WYSIWYG: If it's a huge file
size (e.g., 100+ kb), you'll need to reduce the size of the graphic using
photo editing software and save the resized file before attaching it.

If you save a graphics file to My Pictures folder, right-click on the saved
file and select "Send to mail recipient", you should be offered an option to
resize the file before it's attached.
