Try the following:-
Click Start, select run and type the following (pressing okay after each one):-
net.exe stop wuauserv
regsvr32 wuapi.dll
regsvr32 wups.dll
regsvr32 wuaueng.dll
regsvr32 wucltui.dll
regsvr32 MSXML3.dll
net.exe start wuauserv
Reboot.

I'm having the identical problem. net.exe and regsvr32 did not fix it.
Errors first started showing up with Windows Installer when I tried to
install a new version of Palm desktop. So I reinstalled Windows XP from my
installation disk. Then the first time I ran Window Update, it downloaded
and installed Microsoft Windows Installer 3.1. Thereafter, it wouldn't
install any further updates.
A look at windowsupdate.log shows the following:

Hey, thanks! You just did something that people at microsoft supposed tech's
couldn't do in accumulated 10 plus hours on the phone, and messing around
with the help/support for ever.

Thanks for the suggestion. BITS was listed as Started, with a startup type
of Manual. I set it to Automatic, rebooted, and tried again. Same error.
Any other ideas? |

Dial-a-Fix was a miracle for me. I spent several hours on the phone with
Microsoft technicians and still didn't have my problem with updates resolved.
I found this thread. The start and run of regsvr32 files did not work for
me. I downloaded Dial-a-Fix and just a little while later my issues were
resolved. Thank you, Jerry, and thank you Dial-a-Fix!
I downloaded Dial-a-Fix from http://wiki.djlizard.net/Dial-a-fix and ran it.

Just a note to say thanks for this link. Experiencing problems with updates
that only this utility fixed. Selected to fix windows installer - only
installed program shown in update history so thought might be a problem - and
windows updates. Worked like a dream. |

and restarting my machine over and over again, etc., Dial-a-Fix solved my
problem in about 5-10 minutes. What a score! Thanks. You very likely saved
me at least another day of wasted time.
...In my case, my DataStore.edb file appeared to be corrupted. To fix the
problem, I told the Dial-a-Fix application to erase this file and then I was
able to successfully download and install the pending updates via the
Microsoft Update website. |

I tried dial a fix now my updates are working fine. I did not have to spend to much time on this issue after one google search of this error code found this site.

I was worried when I saw to download something thinking it maybe some
form of Virus or Spyware. I Googled Dial A Fix and swa it was OK.
I downloaded it and it did the trick.

hi
i had the same error code as well, but only because i tried to download window defender updates. microsoft update didn't even show error codes just kept telling me the update installations were failing.
so thanks to this site, and google for directing me here. and special thanks for the dial a fix hint.
i shall definitely use this site first rather than microsoft.
