Dears,
I found only users in Administrator group can create page. Users in other
groups such as "Owner" and "Member" cannot create page. It seems like it is
an permission problem.
Any idea what I did wrong?

Hi, I experience the same problem. Even a user given "Full control" permission to site is unable to Create Page. Is it by design? Any solution or permission settings to it.

I'm having the same problem. Full control is not letting nonadmin users
create pages
Here's some additional information on my scenario...that may or may not be
related:
- the sites that are experiencing this problem have been moved before
- the sites that are experiencing this problem have had publishing toggled
on and off and on |

Are you using the "Office SharePoint Server Publishing†site feature?
- I created a test site using the Team template
- Made the test account an owner
- Verified that that account can make a page
- Activated the “Office SharePoint Server Publishing†site feature using my
(site admin) account
- Tested that I could add a page
- Then tested using the test account and got the Access Denied message.
The problem seems to be in the “Office SharePoint Server Publishing†site
feature. If I turn off the “Office SharePoint Server Publishing†site
feature, the test account can make a page but the problem with that is that
we need to test account to be able to make pages with the left navigation as
when the “Office SharePoint Server Publishing†site feature is turned on. |

Found the solution to our problem:
It was a collegue broke permissions off of
http://sharepoint/_catalogs/masterpage/Forms/AllItems.aspx
People need read access to the Master Page Gallery in order to use
createpage.aspx. |
