How do I Create column level permission in a list

I am using Microsoft Office SharePoint Portal Server 2003

I am trying to create a list but on one on the columns, I only want to grant
access to 2users (Web designers) because it is a approve/decline field. I am
aware of the approved/reject feature of Sharepoint but that does not meet my
requirements

There is no column level security in SharePoint 2003.

Is it possible to create in MOSS/WSS3?
