There is a registry key that you can place to diable this. The key is
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet
Explorer\Setup\7.0\DoNotAllowIE70
set the value to 1, and it wont show up in the list.
There is also a simple GUI I just found on the following website that will
allow you to do this.

So when you go to the Windows update web site and have it scan to
check for possible updates, there is not an option to no longer show
IE7 as a selection? |

You don't need hack the Registry or install the blocker: Go to Windows
Update and scan for updates > "Hide" IE7.
