Send yourself an e-mail. Do you get it? Any error messages?
If a message appears in Sent Items, then your ISP received it and the
problem lies somewhere from that point on. The only exception is e-mail
scanning.
Turn off e-mail scanning in your anti-virus program. It is a redundant layer
of protection that eats up CPUs, slows down sending and receiving, and
causes a multitude of problems such as time-outs, account setting changes
and has even been responsible for lose of messages. Your up-to-date A/V
program will continue to protect you sufficiently. For more, see:

General precautions for Outlook Express:
Do not archive mail in default OE folders. They will eventually become
corrupt. Create your own user defined folders for storing mail and move your
mail to them. Empty Deleted Items folder regularly. Keep user created
folders under 100MB, and Default folders as empty as is feasible.
After you are done, follow up by compacting your folders manually while
working *offline* and do it often.
Click on Outlook Express at the top of the folder tree so no folders are
open. Then: File | Work Offline (or double click Working Online in the
Status Bar). File | Folder | Compact all folders. Don't touch anything until
the compacting is completed.

In Tools | Options | Maintenance: Uncheck Compact messages in background and
leave it unchecked. {N/A if running XP/SP2}.

Do as you were told. Use their webmail interface to your e-mail
account to send a test e-mail from there to a recipient and see if
your test e-mail arrives. If so then you know the problem is on your
end. If not then the problem is on their end.
A mail item moves into the Sent Items folder after Outlook gets an +OK
status from the mail server that it got your message okay. After the
mail server gets it, you have no control over its delivery. Since it
is in your Sent Items folder, Outlook saw the mail server that
everything went okay. That presumes that Outlook is actually
connecting directly to your mail server and not to some intermediary,
like an anti-virus, anti-spam, anti-malware, or security related proxy
running on your host. |

Do not use quoted-printable format.
* Not all NNTP clients handle quoted-printable format.
* Quoting gets mangled, especially for replies.
* No clear delineation between content for poster and respondent.

I have the same problem but do not believe it is my mail provider. I have
OE6 installed on my desktop, using Yahoo Small Business POP3 as a mail
provider. Everything works as advertized. Last night I moved to my laptop
using the export/import procedure posted on the MS website. I can receive
emails but anything sent, goes to the outbox for a couple seconds, then moves
to the Sent folder. The email is never received. Going back to my desktop,
everything works fine so I don't see how this could be a provider issue.

Please start your own thread in the future.
As in my reply to the OP, if the message appears in Sent Items then it was
received by your ISP. The only possible exception is if you are scanning
e-mail. It can fool OE into thinking the messages was sent.

I don't see where importing messages from the desktop PC would effect
whether or not you can send messages.

Some email scanning programs such as some anti-virus programs will take long
enough to scan an email that the server times the connection out, but the
email scanner still tells OE the message was sent. Email scanning should be
turned off in any anti-virus. Also exclude EML files from the scan. It
provides no
protection not provided by the regular resident protection.
Besides that, McAfee and Norton are not compatible with Windows Mail and
Outlook Express and should be uninstalled.
