First, uninstall any/all Earthlink software (i.e., anything in Add/Remove
Programs with "Earthlink" in the name; e.g., Earthlink Total Access;
Earthlink Toolbar; Earthlink Protection Control Center). You don't need
/any/ of it to use Earthlink as your ISP.
NB: If you uninstalled Earthlink Protection Control Center:
=> Immediately enable the Windows Firewall; and
=> Immediately install another anti-virus application; if cost is a factor,
either Avast4 or Avira AntiVir (both free) would suffice; I do NOT recommend
AVG.
[Your anti-virus application should be configured to seek and install
updates automatically, daily, at a time when the machine is usually running
and connected to the internet. It should also be configured to run a full
system scan a few minutes after seeking/installing updates, also daily.
Anything less is simply insufficient these days.]
If the problem is not resolved now:
1. Does this behavior persist if you start IE7 in No Add-ons mode? To start
IE7 in No Add-ons mode:
Right-click on the blue IE desktop icon and select Start without Add-ons; or
Start > (All) Programs > Accessories > System Tools > Internet Explorer (No
add-ons).

2. Does the problem persist if you Reset IE7 Settings (RIES)?

3. If you uninstall (a) IE7 (which automatically returns you to IE6), (b)
all toolbars and (c) all third-party Windows Themes (including Window
Blinds) and do NOT reinstall IE7, does this behavior persist? If it does,
do NOT reinstall IE7.

[And I strongly recommend using

Make *certain* that you check in at Windows Update immediately after
reinstalling IE7 to install any critical updates offered. If Optional
Updates category offers Root Certificates update, I recommend installing it
to take full advantage of IE7's additional security.

Thanks for all the information. I have installed Norton Internet Security and
enabled everything. The problem still persisted. So, I started IE with No
Add-ons and the Welcome Page came up completely (with a message in the lower
left-hand corner saying "Done with Errors on Page".)
So tomorrow I'm going to follow your link to "Troubleshooting and Internet
Explorer's (No Add-ons) Mode" to try to figure out the real problem.
I'll let you know what I find and if I need further direction.

I would not have installed a Norton application, Ted. You may have just
jumped outta the fryin' pan and into the fire.
What anti-virus application had been installed prior to installing NIS? Did
you uninstall all of the Earthlink stuff? Was Protection Control Center one
of the apps you uninstalled?

I did not have any Earthlink software on the computer. I had Avira Antivir
installed. I already had a subscription of NIS< so that's what I installed in
place of Antivir. What don't you like about NIS? What do you recommend?

Many of us have little respect for Norton-branded products for several
reasons:
1- They're bloated.
2- They slow your computer's performance.
3- They cause conflicts with other software on your system.
4- Their technical support is dreadful.
5- They're very difficult to uninstall cleanly.
6- They include utilities that serve no useful purpose.
7- They include marketing for other Norton products.
...and that's just for starters. Norton-branded software seems to be
aimed at people who don't know much about computers and don't do much
with them beyond simple tasks. Once you 'graduate' you learn to avoid
any application that includes the above features.
On the other hand, if someone still needs a good deal of hand-holding to
operate a computer correctly, it's far better (in my opinion) to hold
your nose with Norton or McAfee or CA or Trend Micro than to use an
application (like Kaspersky, for example) that has a steeper learning
curve for a relative novice. The bottom line is: Your computer needs to
be protected.

I found the offending add-on: Spybot-SD IE Protection. I removed Spybot and
all is well. Do you recommend something like Spybot? If so, what? Also, as I
asked before, what do you recommend in place of NIS? (Other than free-bees)

Are you referring to the Spybot Residents SDHelper or Tea Timer? I can't
imagine either of them causing the behavior you've described but anything's
possible, I suppose. It's also possible that the Resident in question
wasn't playing nice with one or more of your Norton Add-ons. Consider
posting about this to Spybot Support Forums: http://forums.spybot.info/
I only recommend Spybot to advanced users. Here's a pretty good tutorial,
although it needs to be updated for Spybot v1.5:

As far as NIS is concerned, I don't recommend such "all in one" suites, nor
do I recommend any Norton "bloatware". IMHO NOD32 and Kaspersky are at the
top of the heap when it comes to paid AV apps.

The actual name of the Add-on was: Spybot-SD IE Protection. That is the
add-on I disabled that resulted in my Earthlink We;lcome page operating
correctly. This problem occurred before I ever introduced NIS to my system.
I will post this issue to Spybot Support Forum.

Your issue regarding unable to access http://preview.my.earthlink.net in Internet Explorer 7.
Currently EarthLink started updating its Start page and its url is http://my.earthlink.net.
This updted version has all the updated features such has Favorites and other services in the Start page.
