WM6, PIN, and Today Screen Timeout

I think this may be a bug, or maybe someone has a registry fix for me.

With my WM6, AT&T Tilt, the "Today Timeout" feature does not appear to work
at all if a PIN is enabled on the device.  By default, the device has this
setting enabled for 4 hours, but if I have IE open, and the phone goes to
standy after 3 minutes, and I power it back on immediately, it always goes
back to the Today screen. I have modified the "Today Timeout" feature to all
settings and it always goes back to the Today screen.  I've asked around
multiple places like XDA and HowardForum but everyone just says this is a bug
if you have a PIN on the device.  WM5 never worked like this and I am not
sure if this is related to only HTC device or all WM6 devices.

Should this setting be like this and if not, how can I resume the proper
operation?
