Custom Security - Edit navigation without user permissions abilities. - Chris Auer

The only way that a user can see navigation is by granting  the role
and Permissions" group. I would like to take that away. Anyone know of
a way to rip out a section of site settings?

If you use the GUI of SharePoint, you do not have all the permissions
managed by the software.
There is a permission "Browse directory" which could help you.
