Modify webpart permission - Mark P

hello all,
here is what i am trying to figure out.  I would like for members of the
Sharepoint members group (which has the contributor level access) not to be
able to modify webparts.  It seems like it is one of those 'all or nothing'
scenarios where they are either able to modify lists, libraries, and webparts
or nothing.  I would like for them to only be able to modiy, add and delete
lists and libraries

Have you tried to modify the "Contributor" permission level?

Go to Sit Setting -> People and Group -> Site Permission -> (Click on
new permssion level or modify your "Contributor" to disallow the Webpart
permission.
