Server 2003 Std - File Screening

Hi,

Can I install File Server Resource Manager on Windows Server 2003 Std
SP2 without upgrading to R2?

I cant upgrade to R2 because these file servers are three node
clusters using Veritas Storage Foundation HA 5.0 and they seem to
break when the smallest change is made. I do, however require the
funtionality of being able to block specfied file types from being
saved, quota's being implemeted etc.

Is there a way to get past the upgrade to R2
