Cannot access secure sites

Vista Home premium.  Will access web pages but not https pages.
If tried putting the web sites in as Trusted sites, but it makes no
difference.
Firefox opens them OK, so it isn't a firewall problem.

I've gone through all the security options but can't see any problems.  I've
reset to defaults but still  no access.
I've run Adaware and Spybot, which found several minor problems, but I've
run out of ideas.
What else should I look for?

Make sure your firewall is not blocking port 443.

problem.  It is strictly IE.

I now have more info - Cipher Strength is 0-bits.

I enabled SSL security in Group Policy, but it has made no difference.
SSL2 and 3 both enabled.
How can I fix strength back to 128-bits?
